About the organization

The Directorate is a state institution established under the regional khokimiyat, by its decision, to manage the operation of small industrial zones (SIZ).

We operate under the Regulation on Small Industrial Zones, approved by Resolution No. 134 of the Cabinet of Ministers of the Republic of Uzbekistan dated 9 March 2020, and under the charter approved by the khokimiyat.

A small industrial zone is a clearly demarcated area intended for manufacturing and served by supporting infrastructure. Such zones are established on the basis of idle production facilities and vacant land plots not designated for agricultural use.

The Directorate acts as lessor of the production facilities and land plots within the zone, and serves as the commissioning party for the development of the zone's master plan.

 What we do

Under clause 11 of the Regulation, the Directorate's principal functions are:

  • developing investment projects for the zone and identifying investors;
  • carrying out organizational and management activities within the zone;
  • concluding investment project agreements and long-term lease contracts with zone participants;
  • placing projects approved by the Administrative Council and maintaining the register of participants;
  • monitoring participants' fulfilment of their commitments;
  • constructing production and administrative buildings for subsequent lease or sale;
  • assisting with connection to engineering and utility networks;
  • assisting with production, financial, marketing, legal and foreign trade matters;
  • promoting cooperation between participants and other business entities;
  • referring the termination of agreements to the Administrative Council where contract terms are breached.

Businesses are admitted to the zone through competitive selection. Competitions are held at least once every two months where vacant plots, buildings or facilities are available, and are announced 30 days in advance. Land plots are allocated through electronic online auction in the manner established by law.

 Our goals

  • organizing industrial production in line with the sectoral specialization set for the zone;
  • creating new permanent jobs;
  • attracting real investment into the zones;
  • establishing import-substituting and export-oriented manufacturing based on modern energy-efficient technologies;
  • returning idle production facilities and vacant land plots to economic use.
